The tool is useful for promoting inclusion in care and services. It also supports the drafting of a description of inclusion that is linked to the organization’s self-monitoring plan.

At the core of the tool are reflective questions that support discussion about the unit’s own practices. These can be discussed e.g. during a development day or a staff meeting. All professional groups can take part in the discussion.

The tool consists of three parts

  • Reflective questions (downloadable in pdf-format)
    The questions are used to reflect on the unit’s own practices. They are divided into three sections:
    • How do we enable the client, patient, or close person to influence their own care or service?
    • How do we enable the client, patient, or close person to influence the development of our unit’s services and care?
    • How is inclusion addressed in our self-monitoring plan?
  • Model for promoting the inclusion of the client, patient, and close person (downloadable in PNG format)
    The model helps to outline the activities through which inclusion is promoted in social and healthcare units at a general level. The model is reviewed together before the discussion.
  • Introductory slides (downloadable in PowerPoint format)
    The PowerPoint file explains the purpose of the tool. It also describes the concept of inclusion at a general level and its connection to the self-monitoring plan.
    The PowerPoint file can be used to introduce the discussion. It also includes the other two parts of the tool, so the entire discussion can be conducted using the PowerPoint file alone.

Publication information

Experts from the priority area 1 of the 2022–2026 Client and Patient Safety Strategy, “Together with Clients and Patients”, participated in the development of the tool.

The tool was circulated for comments among all experts in that priority area, as well as the NGO expert group and the social services expert group.

The tool was approved by the Expert Council on 23 September 2025.

The currency of the tool is reviewed every two years.
